Context

The Moldovan government is actively enhancing the EU-Moldova Association Agreement by tackling corruption through legislative reforms and institutional restructuring. However, challenges persist due to fragmented anti-corruption institutions and their unclear mandates. High-level corruption, hidden interests, and issues concerning judiciary independence further impede progress, particularly in vital areas like education, healthcare, and agriculture. Moldova incorporates anti-corruption measures into its EU integration agenda, evident in its participation in recent accession talks. The European Commission acknowledges Moldova's advancements, notably in justice reform and civil society involvement, highlighting its commitment to European standards. Moldova's dedication to comprehensive reforms, including de-oligarchisation and enhanced transparency, positions it positively for EU integration, signalling a democratic future.

Objective

State institutions and civil society in the Republic of Moldova have improved their effectiveness in preventing and combatting corruption.

Approach

Key to the initiative's strategy are decisive measures:

  • Increase public and civil society awareness about the consequences of corruption and their role in the prevention, declaration and detection of corruption.
  • Improve the capability of national institutions to prevent, detect, investigate, and sanction corruption.
  • Provide support for the implementation of effective systems for asset declaration and conflict of interest management.
  • Assist the Moldovan government in implementing the National Integrity and Anti-corruption Strategy in healthcare, education, and the agri-food industry, as well as other areas with a particularly high risk of corruption.
  • Improve framework conditions for communication and cooperation among key stakeholders to facilitate sustained success in anti-corruption efforts.
