Context
Tunisia continues to face major structural challenges. Financial hurdles, weak capacities and staff shortages often prevent local administrations from providing efficient, transparent and citizen-oriented services. Access to local and inclusive services therefore remains inadequate. The problem is compounded by the lack of performance incentives and targeted training for civil servants.
Objective
The Tunisian administration provides efficient, transparent and citizen-oriented public services in selected partner municipalities.
Approach
The project aims to expand access to inclusive local services. It increases the number of staff at administrative level and improves the management of income and expenditure in partner municipalities. The project is therefore divided into three fields of activity:
- Optimising and automating administrative processes, thereby facilitating physical and digital access to inclusive local services for the population in selected partner municipalities.
- Supporting training for experts and management personnel in the local administrations and thus developing the human relations (HR) capacities required for the provision of efficient, transparent, citizen-centric and gender-sensitive local services.
- Improving the management of income and expenditure in selected partner municipalities and local tax offices, which will help boost financial, staffing and material resources in public offices and thus enable them to provide citizen-oriented services more effectively.
