The GIZ Office in Kosovo is planning to launch a tender for “Self-Employment Training Program in cooperation with Employment Agency of Republic of Kosovo” to benefit 160 registered jobseekers in EARK Kosovo, is asking service providers to submit an expression of interest for participating on the tendering process.
To explore new approaches on how to create employment and/or self-employment opportunities and better livelihood for vulnerable groups including returnees, minorities, youth, people with disabilities, the Ministry of Labour, Family and Values of Liberation War (MLFVLW) and Employment Agency of the Republic of Kosovo (EARK), supported by German Development Cooperation aims to encourage and promote self-employment for vulnerable groups through implementation of the self-employment training programs matched with small start-up grants and six months mentorship.
The purpose of the Self-employment training program is to support EARK in assessing and identifying applicants, adapting and delivering the hands-on training (in cooperation with VTC trainers) on how to develop a business plan, supporting the business plan evaluation committee to identify successful candidates who will be eligible for start-up grants, and providing up to six months mentorship program to candidates who started a business. The services provider is required to implement the self-employment training in line with ALMM regulation and approved Self-employment Manual and close cooperation with EARK.
The training is expected to be organized in 8 main municipalities (including Mitrovica North), with 160 candidates.
Location: Pristina, Kosovo
Planned period of assignment: October 2026 – October/November 2027

Interested applicants shall:
- Download and complete the Self-Declaration of Eligibility form available at the following link:

- Proof of legal status (registration specifying field of services and/or certification documentation); Service provider’s details (name, postal address bank information, etc.); service provider’s turnover and average number of employees during the period of three years.
Submit the completed and signed Self-Declaration form together with the required supporting documents as specified in the form. Documents to be sent:
- An annual turnover of min 90.000 EUR (2025, 2024,2023) - please provide Audit Reports or Tax Administration confirmation.
- Average number of 3 employees for the past 3 years (2025, 2024,2023) - please provide Tax Administration confirmation.

Incomplete applications or applications received after the deadline will not be considered.
Important Notes
- The eligibility assessment will be conducted exclusively on the basis of the submitted Self-Declaration of Eligibility and the supporting documents attached thereto.
- Only candidates meeting the eligibility requirements will be shortlisted and invited to participate in the next stage of the procurement procedure.
- Candidates who are not contacted shall consider that their application was not successful.
All correspondence with GIZ shall be conducted in English or German.
In case of a consortium:
- The eligibility requirements may be fulfilled jointly by the consortium members (i.e. it is not required that each member individually meets all eligibility criteria).
- The consortium must clearly designate one member as Lead Partner, who will act as the single point of contact and be authorised to represent the consortium.
- A signed consortium agreement (or letter of intent signed by all consortium members) indicating the Lead Partner and the internal division of responsibilities must be submitted together with the application.
- In the case of bidding consortia and sub-contractors, Self-Declaration of Eligibility form must be completed for each sub-contractor or each member of a candidate/bidding consortium.
