Call for expression of interest for provision of services: Upgrade and integration of the FPIOSM software solution and information system for the new model of employment of seasonal workers RfQ no 10057303

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project “Better Employment Conditions for Seasonal Workers in the SEE Region,” aiming to support and facilitate the reform of the system for hiring seasonal workers. This contributes directly to the formalization of labor and increases employment opportunities for these individuals.

The establishment of the new model of employment creates the basis for formalized recording of work engagements and for the proper exercise of rights arising from compulsory pension and disability insurance. The model covers persons who engage under the conditions set out in applicable regulation and for whom it is necessary to provide accurate, timely and verifiable records of engagement periods, contributions paid, length of service recognised, and the basics used in Pension and Disability Insurance Fund of North Macedonia (FPIOSM) procedures.

To implement these processes, an upgrade to the current FPIOSM software solution and information system is required. All functionalities subject to this requirement must be implemented in and fully integrated with existing registers, user identities and roles, registry records, monthly and annual records, as well as with existing procedures for determining the pension base, calculating pension and drafting a solution. A separate, isolated, or parallel system is not accepted that would create separate records or require manual transmission of results into the current FPIOSM solution.

The call is addressed to interested and authorized companies for the development of software solutions in North Macedonia.

Planned period of assignment: October – 15. December 2026 

How to Apply

Interested applicants shall:

  1. Download and complete the Self-Declaration of Eligibility form available at the link below
     
  2. Submit the completed and signed Self-Declaration form together with the required supporting documents as specified in the form. Documents to be sent:
    • Legal entity registered in North Macedonia – Central registry statement with actual data
    • Annual turnover of minimum EUR 20,000 net on average per year in the last three financial years – Final financial statement (zavrshna smetka) 2023, 2024, 2025 
    • Technical and human resources capacity – At least two Senior Oracle Developers Final financial statement (zavrshna smetka), 2023, 2024, 2025
    • Relevant experience – At least three (3) successfully implemented projects during the last five (5) years involving Oracle Database and Oracle Forms/Reports technologies

      preferably for pension funds, pension fund management companies, or related financial institutions;

  3. Send the complete documentation by email no later than 05.10.2026, 13:00h to:

Incomplete applications or applications received after the deadline will not be considered.

Important Notes

  • The eligibility assessment will be conducted exclusively on the basis of the submitted Self-Declaration of Eligibility and the supporting documents attached thereto.
  • Only candidates meeting the eligibility requirements will be shortlisted and invited to participate in the next stage of the procurement procedure.
  • Candidates who are not contacted shall consider that their application was not successful.
  • All correspondence with GIZ shall be conducted in English or German.

In case of a consortium:

  • The eligibility requirements may be fulfilled jointly by the consortium members (i.e. it is not required that each member individually meets all eligibility criteria).
  • The consortium must clearly designate one member as Lead Partner, who will act as the single point of contact and be authorised to represent the consortium.
  • A signed consortium agreement (or letter of intent signed by all consortium members) indicating the Lead Partner and the internal division of responsibilities must be submitted together with the application.
  • In the case of bidding consortia and sub-contractors, Self-Declaration of Eligibility form must be completed for each sub-contractor or each member of a candidate/bidding consortium.
