Call for expression of interest for provision of services: Short Term Regional Western Balkan Tourism Expert. The Deutsche Gesellschaft für Internationale Zusammenarbeit GIZ GmbH is launching a market research process under the project “Field to Fork Western Balkans Agro tourism value chains in Western Balkan rural regions”, aimed at enhancing employment and income opportunities in rural areas of Albania, North Macedonia and Montenegro through sustainable linkages between tourism and agriculture.

 

 

The TUI Field to Fork Western Balkans - “Agro-tourism value chains in Western Balkan rural regions” project implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (01 January 2026 – 31 March 2028) aims to enhance employment and income opportunities in rural areas of Albania, North Macedonia and Montenegro by integrating agriculture and tourism through sustainable business models. 

Addressing climate change, rural depopulation, limited jobs, and economic vulnerability, the project promotes regenerative farming in tourism areas, develops rural tourism products, and strengthens links between agriculture and tourism.

Key actions include strengthening the capacity of agricultural households, developing new tourism products, and fostering cross-sector partnerships. By supporting green transition, climate resilience, and economic diversification, the initiative aims to increase rural incomes, create jobs, enhance stakeholder collaboration, and improve the long-term sustainability and competitiveness of the Western Balkans in the European market.

The project performs market research of qualified experts who could be possibly invited to participate in the tender procedure for engagement of a Short Term Regional Western Balkan Tourism Expert as Lead Tourism Expert.  

The expert is expected to provide his/her expertise to assist beneficiaries in developing experiential tourism products through training and coaching, contribute to development of training materials and co-facilitate sessions, and support the organization of promotional and matchmaking events. 

Location: Albania, North Macedonia and Montenegro 

Planned period of assignment: 30.04.2026 – 15.11.2027

Eligibility Criteria

Interested individual consultants (natural persons) should meet the following minimum requirements.

The Declaration of Eligibility of the expert expressing her/his interest must be submitted in signed PDF. It must contain the contact details of the applicant (name, postal address, email, telephone, etc.) and the following information arranged as in the following table:

  1. University degree in social sciences, rural development, tourism management or related field

 

  1. Specialized training in tourism with focus on sustainable, experiential and rural tourism

  1. Minimum 15 years of professional experience in rural development, with strong involvement in tourism development and agricultural diversification in the Western Balkans

Experience working in: 

  1. Design and delivery of training concepts, facilitation, coaching and co‑training for tourism product development

    1. Designing rural, adventure, and experiential tourism products tailored to regional markets

  1. Collaboration and networks across tourism and agriculture sector with public, private and civil society actors, as well as existing regional platforms and initiatives relevant to tourism and rural development in the Western Balkans
 
4Excellent knowledge of English

• The eligibility assessment will be conducted exclusively on the basis of the submitted Declaration of Eligibility.
Supporting documents proving the stated qualifications and experience may be requested from shortlisted candidates during the next stage of the procurement procedure.
