Project description

Title: Dealing with the past and shaping a future free of violence: Strengthening non-violent conflict transformation approaches for sustainable peace in Nepal

Commissioned by: German Federal Ministry for Economic Cooperation and Development (BMZ)

Country: Nepal

Overall term: 2008 to 2024

Context

Society in Nepal faces social exclusion, poverty and injustice, as well as extensive violence; moreover, human rights protection is not guaranteed by the State. One of the reasons is the civil war that started in 1996, a conflict that lasted 10 years and claimed approximately 10,000 victims. The uprising began with the Maoist movement, which was particularly active in rural areas. The Nepalese State mobilised the army in 2001 in order to combat the Maoist movement.

The peace agreement signed in 2006 between the Maoists and political parties includes important measures for the transition to peace. Some milestones have already been reached, but there is still a long way to go. In addition, the constitution, which has been in force since 2015, is controversial. Some sections of the population feel that their rights and interests are not sufficiently taken into account.

Objective

Groups of victims and survivors are dealing with their past, claiming their right to truth, justice, reparation and dignity. In addition, the potential for peace is being strengthened.

Approach

The project helps those affected in their personal environment be heard, both publicly and vis-à-vis the State. In addition, experts from the project support partner organisations in fulfilling their respective mandates. The participation of women and marginalised groups is in focus.

For example, the project specifically supports survivors and victims of the civil war in obtaining accountability and answers from the transitional justice system. It also contributes to working on remembrance and promotes dialogue in the context of conflict-sensitive journalism, mediation and non-violent communication.

In addition, the project works in the area of social and conflict-transformative theatre.

The project also aims to build up psychosocial support systems in order to counteract conflict and strengthen the potential for peace.
