CONTEXT
The city of Panjin is located in the North East of China, a region heavily dependent on its chemical industry. For the long-term success of the Panjin location in national and international competition, the availability of highly qualified specialists, who have technical as well as practi-cal skills, is crucial. Thus, Panjin has decided to introduce a dual vocational training as a pilot city in North East China. As a powerful model institution, the Panjin Voca-tional and Technical College (PVTC) is introducing a modern vocational training campus in line with interna-tional standards.
OBJECTIVE
The aim is to use German Know-how to contribute to the success of current Chinese governmental pro-grammes to revitalise North East China, focusing on the introduction of dual vocational training. The systematic reform support is based on the joint development and revision of existing curricula, with the aim of organising work-oriented training for three pilot training courses:
- Geriatric Nursing
- Technician in chemical production
- Mechatronics
APPROACH
The German dual vocational system shall be the model according to which PVTC restructures its training pro-gramme. The combination of technical knowledge and practical skills makes graduates from the German voca-tional system highly skilled and highly demanded special-ists in various fields. But to introduce the system means to restructure the educational system on the ground.
The curriculums, as well as the methods of teaching have to be adjusted to the requirements of the respective train-ing programme. Hence, uniform examination tasks, as-sessment criteria and requirements have to be defined. These will be in line with German standards, while corre-sponding to the needs of local companies.
Graduates of the programme will have an in depth tech-nical background, being able to analytically apply their theoretical knowledge to practical challenges in their pro-fessional career. Hence, college seminars have to be de-signed in a way that fosters problem-solving skills. GIZ accompanies the process of adjusting methods of teach-ing and training of trainers to foster problem-based learn-ing.
For graduates of the dual system to fit employer’s needs, companies have to develop concepts in coordination with the college to systematically train students. GIZ ensures close cooperation between technical and practical ele-ments of the dual system, as it ensures coherent & sus-tainable vocational training, and therefore highly skilled workers in the respective fields.
GIZ provides project management, accompanies the overall process, coordinates and supports the activities and ensures results of high quality. Local resources of GIZ’s office in Beijing as well as specialist units and net-works in Germany are mobilised.
The result of these reforms is a cooperative and compe-tence-based training model between PVTC and compa-nies in the region. On basis of needs-based curricula and modern training methods, a significant improvement in the quality of education is strived for. Graduates of voca-tional training benefit from the improved practice-oriented training concept. PVTC can enhance its attrac-tiveness as a training centre for future students, as well as for businesses in the region.
