Context

The Government of Uzbekistan is pursuing a comprehensive reform agenda to enhance public service delivery, reduce corruption, and modernise the civil service. Despite notable progress, these reforms have encountered challenges. Issues include government inefficiency, untapped civil society potential, and a lack of coordination among stakeholders. To address these obstacles, the government and its partners are working to improve governance structures and promote greater collaboration.

Objective

Uzbekistan’s public administration effectively implements reforms based on good governance principles.

Approach

To enhance the capabilities of government and civil society, improve coordination, and promote transparency, inclusiveness, and gender equality, the project focuses on the following activities:

  • Establishing consultation mechanisms: The project supports working groups consisting of reform actors, testing consultative processes and coordinateing reform recommendations.
  • Modernising public administration: The project improves governance by offering interdisciplinary, continuous training programmes for public administration managers. 
  • Implementing reforms locally: To improve public service delivery in the regions, the project promotes administrative staff capacities and supports change initiatives led by civil society.
  • Promoting anti-corruption and integrity: As part of the project component ‘Improving Governance in Uzbekistan – Inclusive Corruption Prevention’, co-funded by the European Union, the project promotes better national policies as well as legal and institutional frameworks. It also strengthens government authority integrity and civic monitoring.
