Context
Russia’s war of aggression against Ukraine not only disrupts essential urban infrastructure, such as energy supplies, but also severely impacts social and economic structures within cities, including schools and public spaces. Challenges are becoming particularly visible in urban areas, but so too are new solutions for creating sustainable cities, which are being developed in collaboration with citizens, civil society and the private sector. Currently, there is a lack of socially just, climate-friendly, resilient approaches to rebuilding and revitalising urban centres in Ukraine.
Goal
Ukraine is promoting the socially just, climate-friendly and resilient reconstruction of selected cities, incorporating the principles of the New Leipzig Charter (NLC) and the New European Bauhaus (NEB), as part of its European Union (EU) accession process.
Approach
The project supports the Ministry for Development of Communities and Territories of Ukraine with promoting a sustainable urban development policy, focusing on the common good and an integrated urban development approach that combines social, economic and environmental objectives.
The project works in the following areas:
- Advising on legislative modernisation for urban reconstruction in line with the EU accession process
- Assisting selected Ukrainian cities to develop model projects for inclusive, green reconstruction, involving civil society and the private sector in the process. Special attention is given to climate risks, nature-based solutions, the needs of vulnerable groups and gender equality in urban development policy
- Promoting learning opportunities and dialogue platforms for urban practitioners, planning bureaus, and sector networks with a view to sharing good practices and knowledge related to green urban reconstruction.
