Context:
Mozambique is one of the African countries most severely affected by climate change. Extreme weather events are becoming ever more frequent and intense, exacerbating issues such as food insecurity, poverty and infrastructural damage.
Against this backdrop, climate action is highly relevant in Mozambique, yet the associated challenges are rarely addressed in the country. The relevant institutions lack the expertise and support needed to develop and implement effective climate action measures.
Consequently, Mozambique and Germany have signed a climate and development partnership to advance Mozambican climate and energy policy.
Objective:
Mozambique is equipped to update and implement its Nationally Determined Contributions (NDCs) under the Paris Agreement. Municipalities and districts receive better advice on climate change adaptation. Simultaneous efforts are undertaken to promote the energy transition, improve rural access to climate-friendly energy and boost the market for clean energy products.
Approach:
The project assists Mozambique with refining its climate policy and implementing the energy transition. To this end, it works with central institutions such as the country’s environment and energy ministries, focusing on driving the energy transition, national climate action strategies and initiatives for boosting capacity to adapt to climate change.
The project implements four components:
1. Assisting the Ministry of Land and Environment with updating and implementing the NDCs; shaping climate dialogue in Mozambique
2. Advising districts on climate change adaptation; setting up a fund to finance the measures
3. Advising the Ministry of Mineral Resources and Energy on implementing the energy transition strategy
4. Improving access to an off-grid, climate-friendly energy supply. To this end, the project promotes market-based approaches to disseminating solar power systems and efficient cooking technologies in rural areas.
