Context:
The "Beijing-Tianjin-Hebei Integration Plan (Jing-Jin-Ji Project)" adopted by the Chinese government envisages that the various regions of the metropolitan area will grow together to form a large economic cluster. Against this background, it will be important for Hebei Province to further modernize the industrial base, implement environmental standards and strengthen the service sector. The availability of highly qualified specialists is key and an important location factor for the long-term success of these transformation efforts of Hebei Province in national and international competition. The provincial government wishes to cooperate with GIZ in this regard.
Objective:
The aim is to use German know-how to contribute to the success of current programmes of the Chinese government and reform processes in the province in the field of vocational education and training. The participating schools in Hebei Province are creating the conditions for successfully implementing three-year training courses and developing further training courses in the sense of dual training with a Chinese character. With this reform, Hebei Province can further increase its attractiveness for future students as well as for companies in the region. Vocational secondary schools (VSS) and colleges in the province can develop into competence centres on a pilot basis.
Approach:
In order to achieve this goal, five vocational disciplines will be selected: Mechatronics, civil engineering (energy-efficient construction), automotive mechatronics (e-mobility), logistics, mechatronics engineers for agricultural machinery technology. A total of 13 colleges and VSS will be included as pilot centres and prepared for their role as multiplication centres through capacity-building measures. At the centre of the cooperative cooperation is comprehensive further training for key persons in the province's vocational training system. In addition, new needs-oriented curricula, new action-oriented training methods and training plans will be introduced. Appropriate modern teaching and learning materials are being developed. Teachers are qualified to implement new curricula. The experts appointed by GIZ will be advised on the development of localised standards for the respective occupations. The project cooperates with industry chambers to clarify responsibilities for examinations, set up pilot examination boards and qualify examiners. In addition, company participation will also be included as another important factor in the reform process. Cooperation between schools and business enterprises in Hebei Province and the qualification of trainers in companies are supported by GIZ.
