Ethiopia charts a new path to transform borders into bridges for development
Borders can divide – but also connect. Ethiopia has taken an important step towards transforming its border areas into gateways for trade, cooperation and shared prosperity: A new national Border Governance Roadmap lays the foundation for adopting the African Union Integrated Border Governance Strategy at the national level, creating a coordinated approach.
For many communities living along Ethiopia's borders, daily life is shaped by challenges that extend beyond national boundaries. Limited infrastructure, insecurity, informal trade and fragmented public services can make borders feel like barriers rather than bridges.
Yet these same border regions have the potential to become engines of economic growth, regional cooperation and lasting peace. Recognising this opportunity, Ethiopia has developed a roadmap that establishes a clear direction for strengthening border governance with communities, cooperation and sustainable development at its centre.
The roadmap was supported by GIZ African Union’s “Border Governance in Africa - Support to the African Union Border Programme” and developed in close collaboration with the Institute of Foreign Affairs of Ethiopia. The process brought together government institutions, regional authorities, technical experts and border stakeholders to build a shared national vision; one that reflects national priorities and has broad ownership across the institutions responsible for border governance.
Beyond setting a national direction, the roadmap creates the pathway for Ethiopia to adopt the African Union Integrated Border Governance Strategy, as recommended by the Strategy itself. This represents more than the adoption of a policy framework – it is a significant step towards embedding integrated border governance.
A coordinated national approach enables institutions to work toward common objectives instead of addressing border challenges in isolation. By doing so, it strengthens Ethiopia's capacity to work with neighbouring countries in jointly defining borders, managing shared resources and advancing cross-border initiatives that promote peace, facilitate trade and improve regional connectivity.
The roadmap recognises that successful border governance starts with the people who live and work in border areas. By involving border communities in planning and implementation, it supports locally informed solutions that respond to everyday realities while strengthening trust between citizens and public institutions.
This reflects the broader vision of the African Union Integrated Border Governance Strategy: borders should not simply be managed as security frontiers but developed as spaces of cooperation, inclusion and shared prosperity.
With this roadmap, Ethiopia has laid the institutional foundation to make that vision a reality. It improves coordination, guiding future improvement, and strengthening partnerships at local, national and regional levels. As implementation progresses, it's expected to contribute to more efficient border management, increased cross-border cooperation and greater opportunities for the communities that depend on borders for their livelihoods.
By aligning national action with continental priorities, borders can be transformed to bridges that connect communities, stimulate trade and support regional integration across Africa.
