Iraq unveils updated climate commitments under the Paris Agreement with support from GIZ Iraq
Iraq has raised its climate ambitions with the launch of its updated Nationally Determined Contribution (NDC 3.0) – a roadmap for reducing greenhouse gas emissions and strengthening resilience against climate change impacts. The launch comes at the time of the international COP30 climate conference, signaling Iraq’s commitment to global climate action.
Led by Iraq’s Ministry of Environment, this milestone marks an important step in aligning Iraq’s climate policies with its commitments under the Paris Agreement. As part of its commitment to supporting Iraq’s climate ambitions, GIZ on behalf of the Federal Republic of Germany contributed expertise in three key cross-cutting areas to help shape the plan.
- Climate risk assessments and economic modelling
GIZ supported Iraq in assessing climate risks and modelling the economic impacts of different policies. Such evidence-based tools help integrate climate considerations into development planning, are essential for informed decision- and policymaking and attract climate finance.
- Women’s empowerment in climate action
GIZ emphasised the role of women as agents of change in climate policy and building resilience. The integration of gender-sensitive approaches reflects growing recognition that inclusive climate strategies lead to more effective and equitable outcomes.
- Artificial intelligence and data for climate solutions
By promoting the use of data, AI and digital tools, GIZ Iraq helped explore how emerging technologies can drive smarter climate solutions. From resource management and early warning systems to adaptive planning, these technologies can enhance implementation and transparency.
Why Iraq’s NDC 3.0 matters
Under the United Nations Framework Convention on Climate Change, all countries regularly update their NDCs. Iraq’s NDC 3.0, its second submission, sets more ambitious targets:
by 2035, Iraq aims to reduce 5% of emission through national efforts, reaching 22% with international support. Beyond numbers, the plan demonstrates Iraq’s growing leadership in climate diplomacy and its recognition of the interlinkages between climate change, economic growth and social inclusion.

The development of the NDC 3.0 reflects a collaborative effort. GIZ’s contribution is part of its broader commitment to strengthening Iraq’s climate governance, policy development and institutional capacity.
