Context

The energy transition process in Algeria is still in its infancy. The local authorities lack the necessary technical expertise, organisational structures and financial incentives to design and implement effective and practical energy action plans and assess their results.

Objective

Energy management in the Algerian pilot municipalities has improved in the long term in terms of climate protection and cost-effectiveness. There is more emphasis on using renewable energies and energy efficiency technologies.

Approach

The project supports Algeria’s municipalities in implementing energy policies that are tailored to their needs. The municipalities can thus contribute to the energy transition and act as models. The project works with the Algerian Ministry of the Interior, Local Authorities and Territory Planning (MICLAT).

The project comprises four areas of action:

Component 1 supports the six pilot municipalities in developing and rolling out energy action plans. The project also contributes to transferring these plans to other local authorities.

Component 2 promotes technical discussions between municipalities and develops two regional networks. Energy accounting software will also be implemented that will make it possible to measure and monitor progress in implementing renewable energy and energy efficiency measures.

Component 3 aims to develop the local value chains for renewable energy and energy efficiency solutions in order to improve the companies involved. Quality standards for products, services and technical systems will be implemented and local suppliers will receive training and certification.

In component 4, the project provides training to the Algerian local authorities to identify economically viable renewable energy and energy efficiency projects. It also provides advisory services related to creating a legal framework for small-scale solar plants, so that surplus energy can be fed into the grid.
