Context
Divided into 58 local authorities (wilayas), Algeria has more than 1,500 municipalities. The Algerian government is deploying considerable resources to modernise the country's municipalities and help them digitalise their services. Although they are making great efforts in this area, their services could be part of an even more comprehensive and inclusive approach. This would enable local authorities to take better account of the needs of the inhabitants, particularly those of women and vulnerable groups.
Objective
Access to digital and physical services in local administration is being improved for citizens and vulnerable groups in selected Algerian municipalities.
Approach
The project supports selected municipalities in designing a standard model for inclusive websites, which can then be used throughout the country. These sites should enable all citizens to have easier and faster access to information on public services.
In addition, the project is developing a concept for an inclusive local one-stop counter. This will be the main point of contact for citizens, improving their access to services. The project will also provide municipal staff with ongoing training to enable them to provide better quality services. This training will then be integrated into the administration's training curriculum.
Furthermore, the project assists local authorities in improving the working environment and the administrative career path. In doing so, it raises employees' awareness on inclusion, gender equality and diversity. It also advises local authorities on drawing up guidelines that take account of the above-mentioned aspects.
By promoting inter-municipal exchanges and mutual learning, the dissemination of these themes should be ensured, making them permanent.
