Promoting dual vocational training in Uzbekistan

Context

The Uzbek vocational training system has not yet been adapted sufficiently to meet the rapidly developing requirements of the economy. Since President Mirziyoyev took office in 2016, the Government has been striving to modernise the country in order to transform it into a social market economy. Vocational training plays an important role in this process, especially against the backdrop of demographic developments in the country. This is why Uzbekistan decided to introduce the dual training system based on the German model across the country in 2022. The active involvement of the business community is essential, but so far only a section of it has participated. The difficult experiences generated in a centrally controlled economy and a lack of knowledge about modern economic systems still have a negative impact today.

Objective

The reformed vocational education and training programme for skilled workers in Uzbekistan meets the requirements of the economy in selected industrial sectors.

Approach

The project is implementing the following measures to improve the vocational training system in Uzbekistan:

• It boosts the skills of the most important governmental decision-makers in the vocational training system and the the textile and leather industry associations in the fields ‘modern vocational training system’, ‘dual training’ and ‘modern education management’.
• It is modernising eight occupational standards and the associated curricula in the textile industry in cooperation with GOPA Worldwide Consultants GmbH. They are being piloted in 16 Uzbek vocational training centres and provided with appropriate equipment.
• It is implementing a model project for dual vocational training in Margilan (Uzbekistan's Fergana Valley) in partnership with Teamdress Holding GmbH and the Margilan Vocational School. This includes practical training and further training for employees in the textile industry.
• It is trialling 15 model career guidance activities in cooperation with ARGE INTEGRATION-ALFA LINE-INT Frankfurt and the Ministry of Preschool and School Education of the Republic of Uzbekistan.
