Context
Ukraine is currently grappling with major employment challenges due to the ongoing full-scale Russian invasion of the country and the resulting demographic shifts, migration, and labour market instability. A substantial share of the working-age population has left the country, and many people have become internally displaced. The State Employment Service (SES) and local authorities are constrained by limited resources, particularly in service delivery and data analysis. As a result, they are only able to facilitate effective labour market integration to a limited extent. This situation further complicates economic recovery and social stability.
Objective
Ukraine has improved the conditions that support economic integration for its working-age population, enhancing their opportunities for employment and economic stability.
Approach
To address the challenges in Ukraine, the project implements the following measures:
- Collaborating with the Ministry of Economy of Ukraine (MoE) and the Ministry of Social Policy of Ukraine (MoSP) to develop employment policies, strategies, and labour market instruments;
- Training employees of SES on modern labour market approaches to improve the delivery of services;
- Supporting economic integration locally by improving cooperation among major stakeholders, including employers, SES, social services, and local authorities.
These activities aim to create an inclusive labour market that supports internally displaced persons (IDPs), returnees, and people with disabilities. The initiative is funded by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ).
