Vietnamese-German Climate and Energy Dialogue

Context

In November 2022, the German Parliamentary State Secretary Franziska Brantner and the Vice Minister of the Vietnamese Ministry of Industry and Trade (MOIT) Dang Hoang An signed a joint declaration of intent to establish a Vietnamese-German Energy Dialogue. Both countries want to drive forward the energy transition and support each other in the process.

The Dialogue has since facilitated several high-level workshops and technical training sessions and ensured funding for a series of studies on the topic. Viet Nam and Germany have reaffirmed their intention of further intensifying their ongoing cooperation. In February 2023, the countries therefore agreed to establish a formalised and structured energy partnership.

Objective

By sharing technology and knowledge, Viet Nam and Germany benefit from each other’s expertise and work together to drive forward an environmentally friendly energy transition that will enable both countries to fulfil their global climate commitments.

Approach

The partnership focuses on scaling up renewable energy, developing a national electricity grid and promoting industry decarbonisation and green hydrogen. It is aimed at supporting direct dialogue between senior officials in the respective ministries. This allows common issues to be addressed flexibly.

The Energy Dialogue also organises annual meetings of a high-level steering committee, an annual Energy Day and senior-level participation in important conferences, in particular the Berlin Energy Transition Dialogue. Regular exchange formats with the business sector are also planned.

It is expected that Viet Nam and Germany will officially sign their energy partnership agreement in 2024. On behalf of the German Federal Ministry for Economic Affairs and Energy (BMWE), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is supporting the implementation of the Vietnamese-German Energy Dialogue, which is based in Hanoi.
